This app is blocked

I have an application called Aquarium Note and I am attempting to restore backup files via a Google account and get "The app is blocked" error message. Reading up on how to make the account accessible to third party apps, I found the following settings need to be in place:
1. Set less secure access to on
2. Disable 2-step verification.
3. Enable access from third party apps.
However, the app does not show up as a selection nor can I find a way to include that app. Any help would be greatly appreciated.

Did you set the permissions for reading and writing data? Android is getting more and more picky about asking and setting App permissions.
