USB debugging from boot menu?

my son's Moto G7 Power froze, rebooted, and won't get past the blue android screen. I'm preparing to do a reset but want to back up beforehand. RSA won't connect as we haven't previously enabled USB debugging on the phone. Any ideas how I can do this, since I can't get to the menu to enable?

Unfortunately backing up Anything now is not going to happen , see if u can get into recovery to select factory reset.

Thanks for the help, folks. TBH the suggested threads were way beyond my understanding. In the end I used RSA to do the factory reset, and fortunately Google had backed up his entire account, so it was pretty easy to reinstate. I didn't realise this was even a thing - that's how much of a luddite I am. Thanks again though, appreciated
