What does "Your Accounts" permission let apps do?

The Kindle app's latest update requests a new permission:

[B]Your Accounts[/B]
Add or remove accounts, create accounts and set passwords, use accounts on the device

When I click for more info, it says:

[B]Add or remove accounts[/B]
Allows the app to perform operations like adding and removing accounts, and deleting their password

[B]Create accounts and set passwords[/B]
Allows the app to use the account authenticator capabilities of the AccountManager, including creating accounts and getting and setting their passwords.

[B]Use accounts on the device[/B]
Allows the app to request authentication tokens.

So I have a few questions:

1. What does it mean they can create accounts? Does that mean only with me entering the info? (Similar to when youtube asks me which account to use and I say "existing" and enter the info?)

2. Why would Amazon even need this?

3. Are there any risks?
