Why does Wi-fi & Mobile data turn on automatically?

[Android Central Question]

Model number: BLU STUDIO C 8+8
Android version: 6.0

Problem: After Turning off my Wi-fi & Mobile data, after 5-10 min, I find Wi-fi and mobile data turn on automatically

Attempts: Disabled always- wi-fi on, Restrict app backround data, Factory reset.

Any helps are appreciated
