Why is my phone ram so full no apps running - slow, laggy, unresponsive

samsung s7 edge - really slow and laggy when ram reaches 80-95%. no apps running int he background. Everyone says it is good. i am struggling to use the phone. Any help would be appreciated.

Please dont post saying this is good.

In smart manner click on RAM status, there click on "others(below the list of opened apps)" and from there you can close the apps that you don't need.
