With wi-fi OFF my phone still finds networks

When I leave the house I turn off my phone's wi-fi, to prolong battery life. SETTINGS>-WI-FI>OFF. Not rocket science.

But occasionally I get notifications of networks in the area, and a number of times it has actually connected to the city wide wi-fi in my area, even though my phone's wi-fi was off. And a check of the settings confirmed that. Is there another setting I should be looking for? Thanks.

Check in your w-fi settings to see if there is an option for "Auto-Connect Wi-Fi" (which allows wi-fi to automaticaly turn on), or something similar. You might have to look for the Advanced Wi-Fi settings by going to Settings>Wi-Fi and then tapping the Menu button.
