when I am on wi fi I do not get 4g. only when I am off wi fi. anyone else's like that

It does that because there is no need for a 4G connection when you have Wifi. Your phone prioritizes the Wifi connection because it saves your mobile data (in case you have a data cap)

This above and....

Your phone will always go with a wifi signal if available shutting off your cellular phone in the process.

Well actually, if you leave both Data and WiFi turned on and you have a WiFi connection, you'll normally only see WiFi activity. But, if you do something that actually requires a data connection, such as download an MMS with an attachment, you'll see the data connection turn on briefly and then go off.
