I couldn't sleep last night and I was fiddling with my phone to tire myself out a bit. I started using the htc voice recording widget. It have options for which format to encode to. Amr was default with an option to change to aac_lc. I song know what amr is but when I switched to aac I noticed a huge jump in quality and volume.

I did the same and yes the voice quality is better.
When I went to record video, the voice quality is no different in the two modes. It is still terrible video audio quality, sounds muffled. Perhaps when you change the voice recording setting under the voice memo app, it doesn't change the recording mode for the video recording from the camera?

I have terrible audio quality from the camera?

Yeah I couldn't find a setting in the camcorder for it. Perhaps 3rd party apps can do it.

plugin in a good quality external mic

is there a way to plug in a good quality external mic into the htc thunderbolt
I tried mine and it didn't work it only has 1 black ring 1/8 inch plug whereas standard for the htc seems to have four black rings
Sound Memo works on the thunderbolt with 4 track recording but the quality isn't as good as the voice recorder
