Google wallet - any ideas

Today I went to Jack in the box and had my google wallet open. i went to pay and held my phone up to the scanner and nothing happened. The green light was illuminated on the machine. The casheir did not know much about how to work it.

After the fact, I did check to make sure that I had NFC enabled. The balance on my google wallet was 0.00 but i figured that would not matter. I did have all my credit cards inputted into Google Wallet.
 
Tap to pay through Google Wallet doesn't work on Verizon Note 3 devices due to their agreement with SoftCard (formerly known as ISIS).

At least that is what I have been told multiple times when asking about it.

Is that specific to the Note 3 or just Verizon devices in general?

I was on the phone with Verizon for about an hour after I attempted to get Softcard to work with the system and brought up the google wallet issue since that is really my preferred application. They transferred me to Samsung who offered little to no help and then I was transferred to Google. Google tells me that Samsung did not enable the touch and pay service on the Note 3 so, they are working with Samsung to get this fixed. There is no timeline but, the only effected unit is the Note 3.

Something also interesting, supposedly Samsung will be offering touch and pay on their Galaxy Gear S. I am also noticing that Samsung has their own app store with the Galaxy Gear and as you know they operate Tizen as opposed to Android Wear on most of their watches. Makes me wonder if they are planning a departure from Android to get a bigger piece of pie.

From what Verizon reps have told me it is all devices on Verizon except the iPhone (which is locked to Apple Pay) due to their agreement with SoftCard.
