Not necessarily. I didn't see any of those apps showing a high battery usage, but they were installed on my backup phone which I don't use or monitor too much.
I have a few apps on both my phones that run all the time (90%+ frequency). Nova, Zooper, Google, Gboard, some IM app, even Zedge run all time, and none of them showed a high battery usage.
