The inability to disable certain notifications is getting old real fast

For example, the background location request notification. I already specified that I want location services on, so I don't need to know every time an app requests it! Another one is every time I turn on my bluetooth headphones, even though I told the phone to "forget" them, I still get a pairing request notification. Any way to turn these off? I'm on a Pixel 3, btw.
 
The first is for security... Because even if you don't turn location on, apps can still turn it on automatically for quick location pings (and yes, that is stated in the location services and should be in the app's you install). Some can be silenced if you long-press the notification and turning off that category (should briefly blink to let you know which one it is). But that would disable any warning should any app go astray, so proceed with caution.

As for the headphones, you might have asked the phone to forget them, but did the headphones 'forget' the phone? If you turn on the headphones and they're trying to pair but the phone is denying the connection, you will get the notification on your phone.
