How can I set my home page icons to
launch with "Double Tap" only, Not "Single Tap"

My phone is a Samsung Galaxy Legend
Model Number: SCH-I200ZKPVZW
Jelly Bean VER 4.1.2

That's an interesting question--I don't think any of the major alternative launcher apps (like Nova or Apex) have that function. I found this article indicating that Tasker might help you, but the context was to allow one shortcut lead to two different apps or functions, depending on whether the shortcut is single- or double-tapped: Extending Home Screen Shortcuts in Android with Tasker
