Why can't the user access files in Android 6?

What happened to the file system? Why can't I connect my phone to my PC and backup/copy documents, photos, music, videos or any file that I want to store on a phone and send via MMS or email attachment? What if I want to use my own private cloud for storage and not use Google or third party apps to store my files?

On what device and what are your USB Storage settings?

On Nexus 5X connected to a PC as a media device. Not sure where/how to modify USB storage settings. Typically, I install the driver for the device.

When you first plug in a device to your PC, you should have a notification (no icon, but check the pull down menu) that says, "USB for Charging". Touch that, then select MTP. Also, if you go to Settings > Storage & USB and then scroll to the bottom and hit "explore", that'll show you your file tree, such as it is.
