Define a phone's location without GPS: is there such a thing?

I just bought a new cheap Android (v. 4.0.3) and it doesn't have GPS. So, I wonder if there's any app that will be able to substitute GPS, using cell tower information to identify the phone's location.
 
That doesn't make much since. What phone do you have? Carrier? Usually its mandatory for a phone to have gps .. even basic phones have GPS nowadays

Well, for whom might be interested, I endeavoured and succeeded.
I downloaded the app Fake GPS Location (https://forums.androidcentral.com/e...ails?id=com.fakegps.mock&hl=en&token=n8sbyLGQ) and it does the trick.
In my case, I use it as a "True" GPS Location: I write where I am and that's it. It fools Google Maps and all other GPS based apps.
I don't think that it will work in motion for a navigator (unless you are willing and humanly able to change your location manually every second), but it helps me find taxis, see who's close, etc.
