Every time I've used android pay for Vending, I'm getting a 25 cent overcharge. Any ideas why?

Because they can...

A "convenience" fee?

I've noticed the same thing

Android Pay is charging you to use their services? Have you called Google to ask about this?

Are you sure it isn't the vending company charging and if so, is that OK with Google?

Check with your credit card company too. It's quite likely the equivalent of an ATM fee. If they can find a new thing to charge you for, they will.

Do you have a debit or credit card linked to Android Pay? Did you check to see on that actual institution website to see the extra $.25 extra charged to you? I haven't received any overcharge at all. The amount that the item cost is what I have paid. So far I have only used Android Pay at vending machines but still haven't seen any over charge.

The vending machines at my work charge you a fee for using the card whether it is android pay or swipe. Look for the fine print on the machine.

I see an overcharge on using android pay on the vending machine in my office. Never had the problem when swiping cards on the machine.

I know that when I use Android Pay on the vending machines it will always authorize $1.50 and then a couple days later it will charge for the actual price when I view my credit card transactions.
