Android app question

Google finally made android apps available to access the micro sd card on a chromebook. But this will work only if developers make their apps available to do so. So far, not one high res Android music app can read my music files on my chromebook micro sd card. Why are developers not making use of this excellent option?

Seems like a more basic question would be, why would any app not be able to read from all storage "drives" in the device if the "read/write storage" privilege is granted?

There may be something I am overlooking....
