"mobiletips" webpage seems to have hijacked my phone.

My s4 is running kinda slow and when ever i open the browser (after its been closed for a while) it defaults to a webpage called "mobile tips.com" which displays a page saying congrats on winning the lottery, click here to choose your new free phone. A quick "whois" search shows this page was just registered on the 7th if this month. Malewarebytes and avast neither find anything (for what that's worth)
Has anyone else experienced this seeming hijacking of your phone? Any ideas?

Welcome to Android Central! Are you using the stock Browser? Are you able to set a homepage on it? If so, try selecting a different homepage. Also, go to the browser settings and clear your entire browsing history, along with cookies. For good measure, go to the App Manager, select the browser, and tap Force Stop, then Clear Cache/Clear Data.
