Why does the screen light go off when making outgoing calls?

Screen always turns of during outgoing calls and turn on when call ended.
 
Welcome to Android Central! Which phone? Something is probably blocking the proximity sensor, which is right next to the front-facing camera, and which causes the screen to turn off during a call when you have the phone up against your ear. This is to prevent your ear or face from accidentally pressing an onscreen button while you're on a call.

If something is blocking the proximity sensor, then the screen will black out immediately once you make or receive a call. This is most commonly due to a poorly fitted screen protector or case.

Had a phone with a bad proximity sensor a few years back, the screen wouldn't turn off, and it didn't take me long to figure out just why there's a sensor to turn off the screen, as suddenly the side of my face started getting uncomfortably warm.

It also conserves power to help extend battery life, and from glaring during nighttime use, something some folks don't like.
