Phone uses data while data is turned off, connects at least once daily.

I'm not sure why this happens. I've disabled all the possible culprits, Wifi+, disabled wifi calls, disabled data for all apps and I still get a charge daily of 0,2Euro for 2kb of data.
Can anyone help me figure this out? The app that seems to be using the data is just named 'android'.
Can android connect by itself to data without your permission?
 
I contacted my service provider and told them to remove the data unless I choose to enable it via SMS or another way through the provider i.e. having a data plan), that fixed it. Apparently it's a common problem for them to have a fix for it.
I am leaving this here in case someone is helped by it.
 
On my Samsung I have apps that show background data use even when background data use is disabled. I also had the webview problem a while back when the bad update messed up a bunch of apps, even though I had auto update off for everything and I had not manually updated anything. I am convinced that on Android there are some things that the user does not know about and cannot control. I feel that it is better than it used to be, but the OS/phones regardlessly still do stuff on their own a bit. Some of the overarching firewall/control apps might permit for a bit of additional user control.
