If someone sends me a SMS I receive no audible/vibration notification
if the Messaging App is already open.
The screen lights up briefly and I get a normal alert badge (But no sound).

If the messaging app is already closed,
and someone sends a SMS, everything works normally.

Things I Tried:
> I cleared the Messaging app Cache (but not the data).
> I reset the Messaging App preferences and restarted the phone.

(Using Android 10 on a Samsung Galaxy J7 Duo)

Anyone any ideas what's going on here?

This the stock message app ? Try clear data and then force stop , if still issue then try another message app like Google and see if same

Yes - It's the stock application.

I'm be worried about wiping DATA .... The warning states that
"All files, Settings, Accounts, Databases etc will be permanently deleted"

It always give that warning when clear Data as it reset the app, as long as you have sync and back up on it will repopulate the message again

I'm pretty sure this is normal behavior for stock messaging apps. I believe the rationale is that if you have the Messaging app open, you're already paying attention if there's another message coming in. There are 3rd party SMS apps like Textra that do give the option to have an audible notification for new messages, even when the app is open, so give that a try.

I'm quite sure that you always get an audible notification for every inbound message when exchanging a sequence of messages with somebody, regardless of the open/closed status of the application.

That might be the case for the Samsung Messages app (I don't have direct experience with it), but I know for sure that Google Messages (and a number of other stock messaging apps) won't give you audible notifications if the app is open. This has been discussed a number of times on the forums previously, and the usual solution is to try a 3rd party SMS app like Textra.
