You'll need to talk to Qlink about that, but I wouldn't expect much from them. They are one of the government phone carriers, so things are likely to be pretty locked down. If you are wanting to use the phone on another carrier, I wouldn't be surprised if you are unable to do so.
OK, then you need to determine what network the phone is locked to and find out their unlock policies so you can try to comply with them and get the device unlocked.
