Can I have an app to receive sms msg?

I have Galaxy Tab E tablet that supports a SIM card, but it does not support voice calls or SMS messages
Once I installed "Signal" program and I was able to receive messages but when I wanted to reinstall it now from Google Play Store, I got a message that the program is not compatible with the device
Is it possible to get a similar program,

You can instal TextNow to text and call using Wi-Fi, but you would be given a new number.
 
According to Samsung, the Call & Text On Other Devices feature isn't available on the Tab E: www.samsung.com/us/support/answer/ANS00083152/

To the OP -- one workaround would be to get a Google Voice number, because I think you can use the Google Voice app on your tablet to at least send and receive messages.
Yeah i know some mid range tablets and phones for Samsung didn't have this and i think it started after andriod 9
