Is there an app for quieter in-call volume?

Even on the lowest setting, bluetooth or through the phone, the call volume causes physical pain. I've searched for volume apps, but have only found apps for volume increasing. I tried a few, but they don't allow anything lower than the default minimum. In the meantime, I'm using electric tape to dampen the sound. Any help would be appreciated.
