    Welcome to Android Central! What device do you have? Have you tried a different charging cable/plug? A different battery? A different outlet?

    Before you tamper with the port, first try the 'easy' options.
    1) Check with another USB Cable
    2) Check with a different charger
    3) If your phone comes with a removable battery, if possible, check with another battery.

    If none of that works, try cleaning your charging port with a soft brush (you can use a toothbrush as long as its not extra hard and you're ABSOLUTELY certain it has no toothpaste buildup).

    If you connect your phone to a computer, does it recognize the device?

    If wiggling the plug where it connects to the phone makes it charge, if even for a second, then yes, the port is loose. And if you don't want to end up with a large repair bill, get that fixed sooner rather than later. (Every time the loose connection connects and disconnects, it makes a very hot spark, which damages a little bit of the board that the port is connected to.)
