My first question is that (1)Is it possible to increase your android device RAM by using USB port or any other device/software, if yes then how will it work?

MY second question is (2) Is it possible to develop a software/application to convert 2G Internet in 3G data in an 2G android mobile device.?

Welcome to Android Central! No, you can't increase the system RAM. Are you talking about storage ROM instead? Remember that RAM is what the system uses to operate open apps, while storage ROM is like a hard drive. If the device is compatible with OTG cables (On The Go), you may be able to access USB flash drives as external storage.

And to answer your second question, no. Your device needs to support 3G radios (which every phone should have nowadays) for it to use a 3G network. You can't add a hardware feature by manipulating the software.
