How do I get my phone out of the voicemail app?

My phone seems to be stuck on voicemail,

Screen is showing the white handset, but the buttons below are greyed out and not responsive at all. The strip at the top of the screen is showing the usual handset and cassette shapes, but the strip is green. Has my phone been hacked??

Probably not. Bring it to the carrier's store and ask if someone there can get it working for you. (I suspect "pilot error".)
