Welcome to Android Central! Are you connecting using a USB cable? What happens when you plug it in? Does the computer detect anything at all? Does a USB connection notification appear on your phone's notification bar? If so, swipe down the notification shade, tap the USB connection, and make sure MTP is selected. On your computer, open your file explorer, and see if the S4 shows up there.
