My storage space completely full, why can't I get anything to delete?

Storage space completely full cannot get to delete.

I have tried a factory reset three times to delete storage space but it remains completely full I have android 4.1.1 on an APEX tablet.
Model number EMDOOR EM63.
Also no apps remain after the resets.
I have even tried new owner and accounts after the resets.

There's almost no information available on those cheapie Chinese devices. Either buy another $40 tablet or spend enough to buy one that's supported by more than a 2 person "factory".
