    The "Rotation" notification is highlighted, settings>display>auto-rotate screen is checked, and settings>General>accessibility>auto-rotate screen is checked, yet my phone is unable to rotate the screen in camera, web browsers, and everything else I've tried so far. Am I missing something?

    Yes. Also, I downloaded the app CPU-Z, and the accelerometer sensor displays my x-axis as being constant at -19.5 no matter how I rotate my phone. This is leading me to believe that it is a hardware problem.

    You're probably right. How new is the phone? See if you can exchange it at your wireless store. Otherwise, contact LG for warranty repair.
