Welcome to Android Central! For some unclear reason, Samsung devices tend to limit the languages they support, and it may vary between devices made for different regions. This may be the case for other manufacturers as well, but I've seen this issue before with Samsung specifically. According to this support page, the Tab 10.1 doesn't support Japanese: Can I change the default Language that my Samsung Galaxy Tab™ 10.1 uses? : T-Mobile Tabs | Samsung

From what I've found on the web, you have to root the device in order to get more languages. http://androidforums.com/threads/add...guages.475549/

In comparison, Nexus devices support many more languages. You'd have to ask Samsung why they do this.
