So Android can be on prepaid phones, so what is up with the crappy OS on the touchscreen phones. It isn't even WebOS it is J2ME...

Most carriers still carry one or two "dumbphones" or featurephones. Think of them as glorified flipphones. Some people still prefer a very basic phone, and don't want all of the complexities of Android, iOS, Windows, or BB10.

You'd have to discuss that with SafeLink. It sounds like they provide a very inexpensive service with a free phone to qualifying customers, so non-Android phones probably help them keep costs down. If they offered Android phones, it might not be so cheap.

You can also buy a Tracfone to use on Safelink, they have android... It just seems odd they don't allow android... I mean, SL has no data plans, but Tracfone has phones with wifi that are SL compadable,,,
