I have a Blue phone with Android app. I have to use laptop to enable hangouts message to be sent.

When I try to send message from the phone using the hangouts app it does not work. When I go to my computer and use the hangouts to send the message I can see it on my phone. I can than pick up my phone and continue to send and receive messages on the phone. When I close the application on the phone and try to reopen it to send another message it will not connect. I have to go back to the laptop and start it again. I know I am missing some linking that needs to be done but I cannot find it. I do not know if it is the e-mail address or phone. When I type a message what does the application look for(phone number, email address) to deliver the message.
