why wont my netbook with android 4.1 start up

i craig netbook wont load past jelly bean and sometimes shows a jelly bean guy with a "!" on him

Welcome to Android Central! Probably faulty hardware or firmware, which is not unusual for these budget devices. I doubt you'll be able to fix it--the support provided by these companies is virtually nonexistent. Sorry!
