What uses my memory on my galaxy 4s

Seems my galaxy 4s is getting less and less memory on device. It's fluxes from 5-8% remaining

It should be as full as possible, that's how Android works. It's not Windows. When you close an app it stays in RAM unless the space is needed by another app.
