New SAME phone. System menu different? No hotspot button? Wtf help!

Girlfriend had a kyocera EVENT. it broke and we got a new one. I paid for hotspot and on the new phone, but when I goto the menu, system setting, more, portable hotspot and tether, it is no longer there. How do i get it back or use hotspot? It's paid for!

Have you checked the data section in your settings? It may be under there.
