Why won't my computer recognize my iPod or Android phone?

I have a bunch of music that I would like to transfer from my computer to either my iPod or my phone, but I have a relatively big issue. When I plug them in they do not show up anywhere on the computer. I made sure it isn't an issue with the USB drives or the cables. My USB mouse works fine. For some reason my computer detects my iPod as camera when I have pictures on it, but that's it. iTunes recognizes that I have the iPod plugged in, but it is unable to sync it because my computer won't recognize it (I'm assuming). It seems like it has to be some sort of issue with the computer, but I don't know what exactly it could be. If anyone could help me out it'd be great.
