Windows 8.1 does not recognize Android Note 2 (GT- N8000)

On Windows 8.1 PCs, when you connect either phone via the USB cable the phone shows it is connected and charging, sometimes it says it is connecting as an MTP device but it does not always. You can go into settings and under USB utilities select "connect storage to PC" but nothing happens. On both the Windows 8.1 PCs there is not indication that the phone is plugged in. I cannot find it as a device on "MY Computer" and I cannot find it as a device under Device Manager.

Check the cable. Some USB cables (like the ones that come with wireless headsets) are 2 wires - charging only, no data. It could also be a bad connection on the port in the phone. If one pin - 3 or 4 - isn't making contact, the computer won't see the phone and the phone won't indicate that it's connected to a computer.

the problem it is working probably with win 7, xp but not with win 8.1 I don't know why
