Anyone ever heard of a web app buffer program for Androids?

This is probably a very silly question but I have people working in some areas where they have no WiFi and very erratic phone signals. We would like them to submit some form data via their Android tablets from these locations rather than using their current manual forms and then filling in the web based systems later on when they are on-line.
I was wondering if anyone had ever heard of some kind of buffer program that could cache a web page, accept and store user input and then transmit back to the web application once a WiFi or phone signal is detected.
I expect that the answer would be to build front end apps that live on the device which could emulate the web app responses but if anyone has ever heard of anything like this then it would potentially save a lot of work and expense.
