I cannot find or fix auto sync and my notification tray no longer pulls down???

[AC Question]

My calendar stopped syncing from my phone to my desktop. It does sync from my desktop to the phone. I read how to turn on/off auto sync, but it is not showing as one of the menu options in data usage AND my notification tray is no longer pulling down???
