Greetings! Just curious here, did you install any apps prior to experiencing this issue? If so, then un-install those apps that you've downloaded and then re-start. Probably best not to re-install any of those same apps if/once your device is working fine.

That's strange. Powering your phone off and back on should be enough to stop safe mode. Which phone do you have? Can you remove the battery?
