How should not receive SMS from Stranger ?

I am receiving SMS from unknown person. I added him in rejected list. Then also getting SMS from him. Is there any technology, when he sends SMS, it shouldn't come to my inbox ? Mobile should show "Message sending failed" on his mobile. How?
