My cigarette lighter stopped working, can I use the 12 volt port to charge my phone?

I don't want to blow up my phone and I drive a lot so being able to charge while driving is important, the cigarette lighter stopped working, is it all right to use the port below it marked 12 volt?

If the cigarette lighter element burned out, that has nothing to do with the ports. (And you can buy a new element in an auto supply store for a few bucks. It just screws onto the handle.) If the fuse to the ports blew, you won't have 12 volts there, so the phone won't charge. (Fuses are cheap too, but you should find out what caused it to blow.)
