brightness slider bar in notification panel

The brightness bar in my notification panel is gone, I went to my settings and checked if the box was checked and it was, I tried restarting my phone and everything and still no luck, anyone know how to fix this?

Hello. It disappears on Samsung's when the battery goes below 5%. Does that apply to your device?
