Is there a way to turn off "Unable to establish data connection" pop-up?

I've finally configured my phone where it won't turn on Wi-Fi when I have it turned off, but I keep getting the "Unable to establish data connection" pop-up. I know the carriers would rather we use a Wi-Fi connection, but the carrier I am connected to is a data connection. I should not be getting this when I am connected to a carrier.
