The right steps will depend on your phone. Which device do you have? In some phones you have to long press on your home screen, select widgets, tap and hold on the widget icon and just drag it to the desired screen. Just make sure there's enough empty space.

Galaxy S6. I have always had trouble dragging an icon to another screen. It just bumps the edge of the screen but goes no further. Yes, I do have empty space on the target screen. IMHO, this is a crummy way to do things. A much better way would be to allow copy/paste.
I still cannot move the widget to the target screen.

Hello Aubrey, I'll try to get some help from other S6 owners. I've never used that phone so maybe there's some trick I'm missing.

Sometimes I have to hold it on the other side of the icon and just keep holding until the screen changes. Javier gave the correct directions for the widget. Just tap and hold the widget you want and the homescreen will appear for you to place it.

You don't have a launcher installed do you?

I finally was able to move stuff around and install a clock widget and drag it to my home screen. Now my problem is I cannot find as widget that works. I get all sort of strange behaviors when I click on one. I have tried several.
As an aside, the CAPTCHA for this board sucks. There has to be a better way to determine that I am a person.
