Why is my HTC m9 not connecting through to my computer internet via usb?

I have today recieved my m9, and am seeking to update all the software on it, however to save my data monthly package i am trying to update it via my computer's internet connection, but the phone does not seem to want to connect through USB network setting.

Can anyone suggest how i can get the computer or mobile to recognise one another? My HTC snyc manager is up to date as far as i am aware.
