Syncing issue with "Sync people details".

According to my phone, "Sync People Details" is experiencing problems and will be back shortly. This was three days ago. I cant access Gmail, Google Play or the Play Store and while I can access Google Music, none of my music will play. Everytime I try to get onto the first three it tells me no connection which is ridiculous because the internet on my phone is working fine. I have cleared the caches on all four apps and I have turned on an off both data and auto sync with neither working. I have tried to remove then re-add my google account but that cant be done without factory rebooting my phone which would be fine but my phone doesn't seem to be able to try and back of any of my data to SIM either. I have tried to create another account but because nothing is working, I can't add this to my phone.

Phone is a Samsung Galaxy S3 Mini. Would be extremely grateful for any help :)
 
You can't sync data to the SIM card.

You should turn data and auto-sync on.

Can you get into Gmail, Google Play or just login to Google from a computer?

Have you tried using WiFi on the phone?
 
Have turned Auto Sync and data on and off several times.
WIFI is working fine on my phone and can access gmail/google play fine from my computer.
Already suspected that I couldn't sync data to SIM card but If I have to remove then re-add my google account then it will all be lost.
Is there anything else I could do or any way that I could remove my google account without a factory reboot?

If you have been saving contacts, calendar etc to your Google account none of that stuff will be lost when you reset the phone.
Look in: Settings > Accounts > Menu (3 dots upper right corner) and make sure auto-sync data in checked.
Then in: Settings > Accounts > Google > Select your account and make sure sync is enabled for what you want synced. Anything not synced is not backed up to your Google account.

In addition to contacts, calendar, etc Google will also backup your homescreens (if using the Google launcher) wifi settings, apps and more. However, it does NOT backup everything. Before resetting the phone, don't forget to back up anything else on the phone that is not backed up to Google such as SMS, MMS, documents, music, downloads, etc. When you're sure you have copies of everything, you can safely do the reset.

And don't forget, the first google account entered in the phone during initial setup becomes the default account, so be sure to use the correct account.
