The App in setting does not work

I want to manage my downloaded apps, but when I click SETTING, and then APPS, my downloaded apps all appear, and when I try to pick any app (to transfer to my microSD card installed in the phone), a window appears "setting has stop working. Will you want to report the to HTC..." To me, this means I cannot even pick any app to transfer. The steps works on my M8. Why?

Try Settings, Storage, Cached Data, and clear the cache. Follow with a Power Off and Restart.
