Nexus 6P on Verizon network randomly not getting calls, low signal with a certain SIM

I am being told I don't get phone calls so I tested myself, with phone on the same spot some calls come thru some do not. I started to check if the signal is consistent and what's the level so i learned phone was showing signal between - 103 to - 113 dBm.
I swap the SIM with another Verizon SIM one and this shows -93 dBm on the VERY same spot. The other phone shows the same -103 to -113 dBm signal strength.
How could the SIM influence the signal strength?
Has anybody run into this issue? Is this a verizon issue due to the weak signal?

So you swapped the SIM cards and the new SIM was getting better reception. That one I haven't seen before, but it could be a programming issue with the SIM or the phone wasn't get the right programming itself. Odd none the less, but given its a Nexus phone that Verizon didn't sell directly to you they won't stand behind it or guarantee it.
