Is it possible for an Android app to record video whilst minimised?

I have been told by my app developer that it is not possible for an android app to continue to record video when the user minimises the app to do other things or turns the screen off. I have received conflicting advice before, can anyone please give a definitive answer? Thanks.

From experience - no. If you leave the camera app the video will stop recording.
